Library patrons from Eva K. Bowlby Public Library (BPL) and Flenniken Public Library (FPL) may borrow Coolpad (hotspot) Wi-Fi equipment, complying with the following criteria:
Borrowing Guidelines
A hotspot consists of the mobile wireless hotspot device, as well as its charging cable, adapter, a case and instructions. When a patron borrows a hotspot, the patron’s use of the equipment is available under the following terms and conditions.
In order to borrow a hotspot, patrons must be 18 years of age or older and have an established WAGGIN Library card in good standing (i.e. library card is not blocked due to unpaid fines or lost materials) and must be residents of Greene County. At the time of checkout, the borrowing patron must present his/her library card and a valid government issued photo ID.
New patrons are required to make a cash deposit of $50.00 upon check out of a hotspot for the first 3 months. After three months a deposit will no longer be required.
All patrons must agree to keep a check-out history.
Upon checkout, Library staff will confirm, in the presence of the borrowing patron, that all items are present in the hotspot kit. A Lending Agreement will be completed acknowledging financial responsibility for any lost or damaged equipment.
The library will accept holds on the hotspot. Patrons will be notified by phone only when their hold is ready for pick-up. Patrons will have 48 hours from the time of this notification call to check out the hotspot, after such time it will be released to another patron.
Only one hotspot may be borrowed on a patron’s account at any one time. The loan period for the hotspot is two weeks and may be renewed only onceif there aren’t hold requests from other patrons. When the hotspot is returned, there is a 24-hour waiting period before another hotspot device may be checked out to the same patron.
Once the hotspot is past-due, its service will be turned off, rendering the device inactive without prior notification to borrower. Overdue fineswill accrue at $1.00 per day up to the maximum replacement cost of the hotspot. In the event the device is deactivated, the patron will forfeit the depositof $50.00. Reconnection fees will be the responsibility of the patron in the amount of $40.00 and will be charged to the library account.
The library reserves the right to refuse service to anyone who abuses equipment or who is late in returning the hotspot. The hotspot must not be altered in any way.
Hotspots must be returned directly to a Library staff member, who will verify that all components of the hotspot are accounted for before checking it in from the borrowing patron’s account. The hotspot will not be considered returned until all components of the hotspot are returned.
The hotspot may not be returned in a book drop or to other libraries. Patrons who return a hotspot in the book drop or to a library other than Eva K. Bowlby Public Library may be subject to a fee of $25.00. The Coolpad must be returnedwith a minimal battery charge for check-in inspection.
Borrower will assume full responsibility for the hotspot while it is checked out. Hotspots must be kept in a temperature-controlled environment (not left in vehicles or in extreme temperature environments).
Borrower will be held responsible for all applicable replacement costs and processing fees, for the hotspot and/or accessories (including software) if lost, stolen or damaged while checked out. The library will not accept replacement hotspots or accessories purchased by the patron. Any necessary repairs or replacement must be obtained through the original manufacturer or vendor.
The replacement charges are as follows: $199.00 for Coolpad (hotspot) Wi-Fi equipment and $15.00 for each hotspot accessories (charging cord, adapter, etc.).
In the event the device is turned of due to a late return, the patron will forfeit the deposit of $50.00. Reconnection fees will be the responsibility of the patron in the amount of $40.00.
By borrowing and initiating use of the library’s hotspot, the user agrees to abide by the library’s policies and rules, and agrees to hold the library and its agents harmless from any and all claims, losses, damages, obligations, or liabilities, directly or indirectly, relating to the use of the library’s hotspot and internet access provided by the library. Deliberate altering of any files or modifying the configuration of Library-owned equipment is strictly prohibited. Patrons tampering with the library registration of the device will be subject to the full replacement cost of the device.
Any use of the device for illegal purposes, unauthorized copying of copyright-protected material in any format, or transmission of threatening, harassing, defamatory of obscene materials is strictly prohibited.
Internet service relies on cell tower technology and coverage and user experience can vary based on location. Service is only available in United States. The library has no control over speed and signal strength.
